Fix korban processor Dockerfile: pyswip 0.2.11 does not exist

pyswip 0.2.11 was never published to PyPI. Latest 0.2.x is 0.2.10.
Changed pin from ==0.2.11 to ==0.2.10.

Verified: korban-processor image builds successfully (187MB).
